EVALUATION OF DUE PROCESS AS A TOOL FOR FISCAL RESPONSIBILITY IN THE NIGERIAN PUBLIC SECTOR
The Nigerian Public sector in recent times, have been
accused of corruption, bribery and other vices that retard national
development especially in the award of public contracts and in its
implementation. The central objective of this work is to examine
the Due Process Policy as a mechanism for reducing corruption
and illegal award of contracts in the public sector. Also, to
ascertain whether it has achieved the intended goals and
objectives which it was established for.
Against this background, data for the work were drawn from
relevant Due Process office and from the Federal Ministry of
Finance through the use of a questionnaire and interview to obtain
specific information for analysis and to provide empirical data as a
basis for establishing research findings. This research reveals
however, that there is reduction in corrupt practice in contracts and
government expenditure, as a result of the Due Process policy.
The study therefore recommends among others that the Federal
Government should encourage the states and Local Government
Councils to establish Due Process offices in their respective
jurisdiction.
