AN ANALYSIS OF A GOVERNMENT EDUCATIONAL POLICY: THE CASE OF KADUNA STATE 1966 – 1979
ABSTRACT
Education has always been recognized as an important and essential element of Rational Development. Since Nigeria began its drive for Social and Economic Development, education was perceived as a means of raising political and social consciousness as well as increasing the number of skilled workers and raising the level of trained manpower. These benefits, together with individual , gains from education have stimulated first, the unprecedented growth of enrolments at all levels of education and secondly, the substantial investments in education generally. This study intends to critically examine Kaduna State Goverment’s educational policies, with the aim of determining whether the educational policies are geared towards the promotion of national development. In order to achieve this aim, we set out to put into perspective, the overbearing influence of politics and administration on educational policies. We also hope to reveal, the gap between structural planning provisioned by various Governments that have ruled Kaduna State and the actual performance at the school level. The emphasis is on the difference between theory and practice. In carrying out this research, we have extracted heavily from secondary sources. These include Government documents and records. Interviews and filling of questionnaires administered yielded the primary data. The analysis of survey data indicates that there are many problems prevalent in the schools. These range from lack of enough trained teachers to unsuitable school environment for learning purposes. Some measures for solving these problems are recommended. Teachers should be more involved in policy formation at all levels of education. There is the need lor inproved conditions of service for teachers. Finally the schools need to be expanded to reduce over-crowdiness in the classrooms; and the school buildings should be maintained aft all times. It is believed that these measures will solve some of the problems; in our educational system and enable schools under Government jurisdiction promote national development through the educational process.
